Team Leader - Green Hydrogen / PtX Expert - Mauritania

With its abundant resources including a vast renewable energy potential, extensive land, availability of seawater to desalinate, and a huge deposit of iron ore resources, Mauritania is positioned to become one of the leading producers of Green Hydrogen (GH) and its derivatives on the continent.

As part of the government's energy policy statement (2021-2030), there is an ambitious plan to develop GH and Power-to-X (PtX) products as a key element for trade between Europe, North Africa, and Sub-Saharan Africa and as an enabler to decarbonize the country's thriving economy and mining sector.

Our Client is to support the development of GH/PtX auctions procedures in Mauritania. Its main objectives include but are not limited to:

• Identifying the types of auctions relevant to supply countries, similar to Mauritania, and their conditions for implementation. The auctions to be developed are intended for both project development (enabling the Government to engage in a GH/PtX project) and product sales (establishing competitive prices for GH/PtX products).
• Developing functional auctions procedures relevant to the Mauritanian context by defining their types, objectives, involved sectors/actors, etc.
• Developing procedural instruments to outline the details and steps for the auctions processes.
• Establishing rules and procedures in compliance with the legal framework (the Green Hydrogen code ).
• Ensuring that transparency, competitiveness, and the successful allocation of contracts or incentives (if any) are reflected in the auctions processes.
• Undertaking a holistic capacity needs assessment on Mauritanian GH/PtX auction frameworks.
• Developing a comprehensive capacity building plan and program for Mauritanian GH/PtX auctions framework.
• Fully implementing the capacity building plan and program in accordance with the MEP expectations.

For this ambitious project iour client is seeking Team Leader - Green Hydrogen / PtX Expert to manage the project on his behalf

Profile Requirements below:

• A bachelor's degree or higher in Economics, Engineering, or equivalent.
• At least ten (10) years of demonstrated practical experience in Renewable Energy (RE), including at least three (3) in GH/PtX.
• Strong understanding of auctions in the entire GH/PtX value chain including renewable electricity, GH/PtX products, and water desalination.
• At least five (5) projects related to RE and/or GH/PtX auctions, as an auctioneer, including at least two (2) projects in the GH/PtX value chain.
• At least five (5) projects related to RE and/or GH/PtX auctions, as a bidder, including at least two (2) projects in the GH/PtX value chain.
• Strong understanding of RE and GH/PtX technology, regulations and pricing.
• At least five (5) projects as a Team Leader in the field of RE and/or GH/PtX within development or international cooperation frameworks.
• Working experience with African countries will be an added advantage.
• Excellent communication and stakeholder engagement skills.
• Excellent verbal and written communication in English and French.
• Work experience with development agencies like AfDB, MCA, World Bank is preferable.

Salary: 500 USD Per Day
