Project Director - HPP Construction Project - Tajikistan
Duration 10 Month Contract (Project is in final stages)
Due to unforeseen circumstances, our client is urgently seeking a Project Director for a Hydropower Plant (HPP) project in Tajikistan. This position offers direct employment with the project owner, where you will have overall responsibility for the supervision of the project, including managing local contracts and coordinating with the owner's engineer.
This HPP project, backed by international funding from donor banks, is a significant national initiative supported by the Government of Tajikistan. With the project now in its final 10 months, the construction site is extremely active, encompassing both civil and mechanical works.
As the Project Director, your presence on-site will be crucial, and you will play a pivotal role in ensuring the successful completion of the project. As the saying goes, "You must be prepared to get your hands dirty."
Role Overview:
As Project Director you will lead the HPP Construction Project. The successful candidate will be responsible for the overall management, construction, and commissioning of the project, ensuring it meets all objectives within the specified timelines and budget. This leadership role requires close collaboration with the Project management team, project team members, development partners, and local authorities.
Key Responsibilities:
- Serve as the primary liaison between Client and key stakeholders, including the Project Management Consultant, Civil and Electromechanical Works Contractors, and the Funding team.
- Lead the Project Implementation Unit (PIU), ensuring that project goals, timelines, and budgets are met.
- Oversee the recruitment and organization of the PIU team, establishing an effective team structure.
- Coordinate the setup of the job site office and ensure all necessary equipment is in place.
- Monitor the project's construction schedule on a weekly basis, ensuring adherence to timelines.
- Implement rigorous cost controls on behalf of Pamir Energy to manage contractor expenses.
- Lead discussions and resolve issues arising during project execution, ensuring thorough follow-up with stakeholders.
- Enforce Occupational Health and Safety (OHS) standards on site, ensuring incidents are documented and addressed promptly.
- Oversee all independent testing and inspections, ensuring compliance with relevant legislation, standards, and civic requirements.
- Prepare and submit monthly progress reports, including work summaries, cost forecasts, OHS updates, and invoicing details.
- Maintain high standards of construction quality and enforce strict quality control measures.
- Provide monthly cost forecasting summaries.
Candidate Requirements:
- Bachelor's degree or higher in Civil, Mechanical, or Electrical Engineering, with a focus on infrastructure and hydropower plant construction.
- A minimum of 15 years of hands-on experience in managing and leading hydropower construction and rehabilitation projects.
- Extensive experience in cost estimation, cost control, capital program management, and project schedule reporting.
- Familiarity with FIDIC and MDB projects is preferred.
- Proven experience managing projects valued at USD 50 million or more.
- Expertise in various elements of hydropower construction, including tender preparation, contract management, and problem-solving related to hydraulic turbines, alternators, plant systems, and civil structures.
- Experience in implementing occupational safety and health programs on construction sites.
- Proven ability to lead multicultural teams, preferably in developing countries.
- Experience collaborating with local and national authorities on projects of national significance.
- Strong leadership skills, professionalism, organizational capacity, and a demonstrated ability to transfer knowledge effectively.
- Advanced problem-solving skills, with the ability to analyze complex issues and implement appropriate solutions.
- Proficiency in English is required; knowledge of Tajik and Russian is advantageous.
- Excellent negotiation and persuasion skills, both in individual and group settings.
- Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel).
- Strong multitasking abilities, with the capacity to prioritize and manage time efficiently.
- Attention to detail is essential.
Location: Tajikistan ( Remote Site at high altitude)
Salary Package: 15,000 USD Per Month
