Wind Health and Safety Manager
Role description
Ensures that company complies with local Health, Safety and Environmental Legislation, company standards and Site requirements on a day to day basis. The person in this position also collaborates with company contractors in order to fulfill these HSE requirements.
The Site HSE Manager's job purpose is to manage and monitor the HSE management system on site during the project execution. You will report directly to the Site Manager and provide their assistance and guidance to the project as requested regarding HSE topics.
Job Responsibilities:
The HSE Manager is companies health&safety and environmental representative on site and represents and promotes the Zero Harm Culture, being a role model for it.
- The HSE manager has to ensure that all project management activities comply with general HSE regulations and specific HSE regulations for construction sites
- Develop & review Project HSE documentation: HSE Plan, Risk assessment, Emergency response plan, etc.
- Prepare a welcome package and HSE site inductions
- Responsible for HSE documentation collection and "release to work" stage of new personnel
- Lead & follow the implementation of HSE plan & safe system of work
- Maintain the open and transparent communication with Customer representative related to HSE topics
- Collect HSE observations, incident information and propose action plans
- Maintain a continuous reporting of HSE observations
- Maintain a tracker for the HSE progress and support in the HSE culture development
- Prepare and update the Monthly HSE Report
- Initiate & support the HSE continuous improvement system on site
- Initiate HSE discussion & participate to Tool Box Talk meeting with on field team
- Ensure the on field activities follow & reflect correctly the implementation of the HSE management system and report the potential deviations to the Supervisors & Site Manager
- Responsible of checking the general safe conditions of the entire site & working areas (access roads, pads, etc.)
- Responsible to audit that approved processes are followed and relevant licenses are held
- Responsible for monitoring the working hours and presence on site.
- Together with Site Manager, lead the incident investigations
- Lead the planning of Emergency Drills and Rescue Concepts with the Site Manager
- Be responsible of main counter in case of emergency drills
- Personnel Protective Equipment (PPE) has to be worn at all time and inspected frequently before usage to guarantee a safe work space
- Check that the PPE is be inspected every 6 month by authorized personnel
- Safety walks shall be performed per set targets. All hazards, near miss events, accidents and incidents shall be reported immediately according to contractual rules
- Contribute to manage and monitor all aspects of health, safety and environment and technical requirements at the wind farm site including daily HSE briefings and inductions
- Help manage HSE systems such as Permit to Work systems, LOTO, etc.
- Offer support when requested in HSE audits
- Ensure that all communications (such as Safety Notices, Alerts and lessons learnt bulletin's) from the HSE Manager are effectively communicated to the workforce
- Ensure on behalf of the Site Manager that actions identified as the result of audits and / or inspections completed by management are closed out and corrective actions taken within the appropriate timescale
- Assist in the investigation of injuries, environmental incidents, dangerous occurrences, near misses and other incidents where appropriate as requested by the HSE Manager
The personnel executing the Services shall have the following profiles, qualifications and skills:
- Minimum 5 years of experience as a HSE position in operative project execution and construction site management for complex technical projects in either civil construction, manufacturing and plant engineering industry, the wind energy sector and/or similar industries/energy sectors.
- Bachelor in Engineering related careers or Master specialized in HSE is suggested/preferable, but work experience shall be regarded as more relevant
- Basic knowledge and appreciation of construction sites phases in wind industry or similar
- Excellent communication and persuasion skills in English language (spoken and written)
- Capable of working independently, however, with the support from and in permanent cooperation with the other members of Project Management Department
- Ability to work with different business cultures
- Proficient computer skills utilizing
- MS office basic programs (MS Word, Excel, Outlook, PowerPoint)
- Ability to deal with several issues concurrently
- Pro-active attitude
- The position requires a high disposition to travel
- Strong personal planning & organisation skills
- High level of commitment and dedication
- Systematic problem-solving and safety orientated behaviour
- Willingness to continuously expand one's knowledge (especially regarding technology developments)
