About the Client: Our client is a distinguished leader in the offshore wind sector, committed to sustainable energy and innovation. They are seeking a seasoned Deputy Project Director EPCI to assist in overseeing the construction of a utility-scale offshore wind power plant, ensuring its successful delivery.
Job Overview: In collaboration with the Project Director, the Deputy Project Director EPCI will oversee the design, engineering, procurement, construction, and commissioning phases of the offshore wind power plant. This role involves managing the supply chain, ensuring effective planning, and handling interface management from early planning to handover to the O&M Department.
While the Project Director focuses on stakeholder management, financing, general coordination, and cost control, the Deputy Project Director EPCI reports directly to the Project Director and may also provide technical progress updates to the project owners' governance body.
Key Responsibilities:
- Ensure compliance with all HSE (Health, Safety, and Environment) requirements as defined by legislation, company regulations, contracts, or project plans.
- Develop, implement, and maintain a milestone plan for project initiation and completion.
- Lead a team of Package Managers responsible for the safe, timely, and cost-efficient design, engineering, construction, commissioning, and handover of their packages.
- Keep the human resource plan for the project up to date in consultation with Discipline Team Leads and other functional Team Leads within the company.
- Establish and monitor the overall EPCI planning for the project, ensuring alignment with the overall project schedule, and address deviations as needed.
- Proactively manage project interfaces and ensure they are properly allocated and controlled.
- Generate and approve recommendations on solutions and suppliers in accordance with project governance requirements.
- Proactively identify and manage project risks.
- Establish the overall CAPEX budget and related contingencies based on input from Package Managers.
- Collaborate with the O&M Team to establish the OPEX budget.
- Coordinate the interaction between the budget and finance functions during development and construction phases in consultation with the Project Director.
- Monitor the budget until handover to O&M.
- Oversee and coordinate the (Front-End) Engineering and Design work and ensure coordination between contractual Employer Requirements within various packages.
- Develop and monitor the overall project contracting strategy, considering project owner and financing preferences, as well as market conditions.
- Oversee the overall procurement process and ensure timely securing of required contracts.
- Act as a second-line negotiator in various procurement negotiations.
- In a FIDIC context, assume the role of FIDIC Engineer, with Package Managers as Engineer's Assistants for their respective contracts.
- Ensure compliance of supplied and constructed equipment, components, tools, and services with Employer Requirements and contract specifications through focused reviews, inspections, and witnessing.
- Proactively manage contracts through Package Managers to ensure safe, qualitative, timely, and within-budget delivery of assets to O&M, maintaining strong relationships with key contractors and suppliers.
- Act as a second-line negotiator in conflicts with contractors or suppliers unresolved at the Package Manager level.
Profile:
- Master's degree in engineering with a strong technical background.
- Minimum 5 years of experience in project management for offshore infrastructure projects, preferably leading the construction of offshore wind farms.
- Profound understanding of the commercial aspects of the offshore market.
