The market leading infrastructure recruitment specialist is seeking a Utility Manager for a recently awarded Supervision contract on the Rail Baltica Highspeed rail project in Latvia.

This leading international consultancy, with a global reputation for delivering major rail and infrastructure projects around the world are looking for an international expert to join their team. This is a long-term opportunity to join a projects from its commencement and play a role supervising the construction activities on behalf of the client.
As a Utility Manager you'd be responsible for overseeing and managing all utilities works ( electricity, gas, water and sewage networks, sanitary installations)
- Ensuring a fully compliant and System of Work for the delivery of all Contestable Utility Diversions an,d Connections to time, quality and budget
- Ensure compliance of construction activities, including subcontractors, with all applicable local regulations and standards.
Main duties:
1.1 Develop utility plans and strategies for construction projects, coordinating with utility companies, municipalities, and regulatory agencies to obtain necessary permits, approvals, and utility service connections.
1.2 Liaise closely with the Designer, Design Manager, Statutory Undertaker, Production Construction team and stakeholders on the delivery of Utility Designs.
1.3 Conduct utility surveys and investigations to identify existing underground utilities (e.g., water, sewer, gas, electricity, telecommunications) within project areas. Create accurate utility maps and drawings to inform project design and construction activities.
1.4 Collaborate with engineers, designers, and consultants to develop utility designs, layouts, and specifications.
1.5 Ensure that utility designs are coordinated with other project elements and stakeholders.
1.6 Oversee the installation, relocation, and construction of utility systems and infrastructure, Coordinate with contractors, subcontractors, and utility crews
1.7 Implement quality control measures and inspections Ensure adherence to safety standards, environmental regulations, and utility codes.
1.8 Coordinate utility installations with other construction activities and trades to prevent conflicts, clashes, or disruptions, risk mitigation. Resolve conflicts and coordination issues between utility systems, project components, and stakeholders to minimise delays and cost overruns.
1.9 Prepare cost estimates, budgets, and forecasts for utility-related work, including material costs, labor costs, equipment rentals, and contingency allowances. Monitor project expenditures and track utility-related costs to ensure adherence to budgetary constraints.
Requirements:
-Bachelor's degree in civil engineering or the equivalent experience,
-Experience of delivering utility projects, with Statutory Undertakers, in the power, water, gas, fuel or telecoms environment
-In-depth knowledge of Latvian regulations and Building law
-Minimum of 10 years of experience in similar role (Utilities management in infrastructure project)
-Communication: Effective communication skills
-Documentation and Reporting: Proficiency in maintaining
-Budget and Resource Management: Ability to assist in managing Utilities budgets and allocate resources effectively to support initiatives for this scope.
-Ability to manage several collaborators
