The leading infrastructure recruitment specialist is seeking a Supply Chain Manager to join a prestigious rail project in Riga, Latvia. This is an exciting opportunity to be part of a major European rail development, working with leading international engineering teams.

DUTIES AND RESPONSIBILITIES:
- To work closely with the Supplier and the Subcontractor Procurement Director to implement the procurement strategies and processes defined by the Management Teams.
- To develop procurement plans considering technical, budgetary, and regulatory constraints.
- To identify cost optimisation opportunities while ensuring quality and timely delivery.
- To identify, evaluate, and qualify suppliers and subcontractors in collaboration with technical and production teams.
- To launch and manage tenders, analyse bids, and negotiate contracts.
- To assess supplier risks and develop strategies to secure critical supplies.
- To draft, negotiate, and oversee contracts, ensuring compliance with project requirements and local regulations.
- To monitor key performance indicators (KPIs) to evaluate supplier performance.
- To collaborate closely with internal teams (engineering, finance, logistics) to ensure efficient procurement management.
- To maintain communication and coordination with suppliers and subcontractors throughout the project life cycle.
- To participate in project steering meetings and provide procurement insights and reports.
JOB REQUIREMENT:
- Bachelor's degree, preferably procurement, construction, transport or logistics.
- Experience of 5 years in procurement, preferably in construction/infrastructure projects.
- Experience in the field of equipment management and materials supply.
- Knowledge of the construction market: materials, contractors, equipment.
- Knowledge of the Latvian language and English language proficiency, both spoken and written, to perform duties in relation to all colleagues coming from partner companies.
