QA/QC Engineer- Transmission & Distribution - Senegal
Project Overview: Project aims to strengthen the high-voltage transmission, with a total project cost of USD300+ million. The project is funded by International Donor and is set to run for anther 2 years.
General Information
The QA/QC Engineer must hold an engineering degree and have at least 10 years of international experience in quality control on similar projects. The experience should be relevant in the field of high-voltage underground connections and high-voltage substations. Over the past five years, the candidate must have specific experience in carrying out similar assignments on at least two power projects of comparable size and complexity, preferably in sub-Saharan Africa.
The QA/QC Engineer will support the Construction Manager in monitoring the Quality Control Plan and is required to be present 100% of their mobilization time in Dakar (on-site).
Responsibilities:
- Verify the application of procedures for document coding and availability.
- Support the Construction Manager and the Mission Leader in monitoring the Quality Control Plan.
- Ensure compliance and monitoring of quality procedures.
- Verify the application of processes.
- Ensure that the deliverables and services produced by contractors for the four work packages meet all quality standards and requirements, adhering to industry best practices.
- Verify that construction works across the four lots comply with quality requirements and applicable project standards.
- Supervise quality control procedures during the receipt of equipment and supplies on-site, ensuring necessary inspections and tests are conducted, and prepare on-site reception reports.
- Collaborate with experts to verify procedures and operational methods for FAT (Factory Acceptance Tests) and SAT (Site Acceptance Tests) to ensure compliance with quality standards and contractual requirements.
- Participate with the engineering team in work completion and supervise site tests and commissioning.
- Review quality aspects of operation and maintenance manuals.
- Assist in project handover and follow up on the resolution of any non-conformities.
- Participate in final acceptance tests and inspections to certify compliance with contract requirements before accepting the works.
- Assist in contract closure for supervision services.
- Review and monitor contractors' quality assurance plans, ensuring their documents, procedures, and designs meet specifications, codes, and relevant standards. Conduct quality inspections at manufacturing sites and prepare inspection reports.
- Oversee commissioning procedures, supervise commissioning tests, and review test reports.
- Monitor the quality control system to ensure all work meets the required technical and quality standards, and ensure its strict application on the ground.
- Work closely with on-site supervisors and civil engineering experts.
- Verify on-site tests, including concrete testing, and ensure technical and specification requirements are met for civil engineering works.
- Perform daily site inspections to monitor progress, verify work quality, and issue inspection reports.
- Identify and report non-conformities encountered during construction and testing, as well as deviations from technical specifications and quality requirements.
- Draft non-conformity reports for any deviations or failures against specifications.
- Maintain a non-conformity register.
- Set up a register of quality documents, including test reports, material certificates, and other quality control-related documents.
- Immediately report on-site non-conformities to experts and the construction manager for prompt decision-making.
- Assist in the handover of civil engineering works and follow up on resolving non-conformities.
- Monitor work progress and quality to ensure it complies with contracts and specifications, and approve civil engineering work attachments.
- Include quality-related updates in the Engineer's monthly report, providing information on compliance status, non-conformities, and corrective actions taken.
- Propose improvements and optimizations to the quality management system based on field observations and feedback.

Duration: 12 months (Immediate mobilization required)
Salary: 7,000 USD per month (expat conditions) + Accommodation
