Resident Engineer (Civil) - Transmission & Distribution - Senegal


Project Overview:
Project aims to strengthen the high-voltage transmission, with a total project cost of USD300+ million. The project is funded by International Donor and is set to run for anther 2 years.

Role Overview:
Our client is seeking a highly skilled Civil Engineering Expert to oversee the civil works phase (GC) of the project. The role requires close supervision of contractors and ensuring compliance with the technical specifications and terms of reference for the project. The successful candidate will be based in Dakar with full mobilization required across various project sites for the duration of 12 months.

Key Responsibilities:

  • Ensure all contractor deliverables meet technical requirements for civil engineering, in line with the project's technical specifications and terms of reference.
  • Control and monitor execution studies of civil engineering contractors for each contract.
  • Oversee the civil works (GC) activities, including creating tracking sheets for site supervisors, supporting site supervisors, inspecting works, verifying concrete samples, checking concrete formulations, and reviewing as-built documents.
  • Manage and supervise GC supervisors to ensure the quality and timely execution of works.
  • Collaborate with the engineering team to review the execution studies for the four work packages, ensuring contractors follow all technical specifications and execute works properly.
  • Work closely with the project's Civil Engineer, and the GC design office.
  • Draft reports on civil engineering works, highlighting discrepancies from the schedule, milestones, and interface dates. Document progress and identify delays or potential delays.
  • Participate in periodic meetings and workshops, representing the client interests with contractors and stakeholders.
  • Supervise on-site testing, including concrete sample testing, ensuring compliance with technical requirements and specifications.
  • Inspect material and equipment deliveries for conformity with specifications.
  • Supervise the construction of the works across all four packages, ensuring compliance with technical requirements and civil engineering specifications.
  • Conduct regular inspections to verify the quality of works, and propose a multi-level quality control system, including deterrent measures for non-compliance (e.g., work stoppages).
  • Draft non-conformity reports for discrepancies or failures to meet requirements and specifications.
  • Collaborate with the engineering team to complete works and supervise on-site tests.
  • Review quality control documentation, including operation and maintenance manuals.
  • Participate in works acceptance and track the resolution of non-conformities.
  • Contribute to the closure of supervision contracts.
  • Assist the Construction Manager in the technical control of civil works.
  • Monitor contractors' compliance with quality assurance plans and verify contractor drawings and documents to ensure conformity with specifications and relevant standards.
  • Perform quality inspections on-site and at factories, review commissioning procedures, monitor commissioning tests, and review test reports.
  • Monitor the progress and quality of works to ensure they align with the contracts and specifications.
  • Perform any additional tasks necessary to ensure satisfactory supervision and control of all construction activities in line with contract terms.
  • Monitor as-built documentation to ensure contractors have prepared and issued final drawings of the works.

Required Qualifications & Experience:

  • Proven experience in civil engineering, specifically within the construction and supervision of high-voltage transmission network projects.
  • Strong background in managing and overseeing civil works, including underground and submarine link constructions, substations, and related infrastructure.
  • Expertise in monitoring contractor compliance, quality assurance, and conducting inspections to ensure the highest standards of civil engineering practices.
  • Ability to lead and manage a team of supervisors and coordinate effectively with the project's engineering team.
  • Solid understanding of technical specifications and the ability to interpret and enforce them during all phases of construction.
  • Strong communication and reporting skills, including the ability to manage non-conformities and ensure project milestones are met on time.
  • Willingness to mobilize immediately and commit to full-time involvement across various project sites in Dakar for 10 months.

Location: Dakar, Senegal

Duration: 12 months (Immediate mobilization required)

Salary: 7,000 USD per month (expat conditions) + Accommodation
